Homeless Prevention Program (HPP)

The Homeless Prevention Program provides individuals in identified at-risk groups facing homelessness with rent supplements and support services to help them access rental housing in the private (non-subsidized) housing market.

The length of the rental supplement will initially be provided as either a one-time payment or approved for only three (3) months at a time. However, the total length of time a client receives rental supplements shall not exceed twelve (12) months.

In order to remain in the program, clients must engage in case planning and actively work on their respective goals with the aid of their case manager.

In case planning, case managers can assist with the following:

  • Development of a housing plan to better the client’s housing situation
  • Completion of relevant housing applications or forms
  • Provision of appropriate referrals and resources for meeting immediate needs (good, clothing, income, shelter)
  • Connection of client with other community agencies and services
  • Follow-up assistance in maintaining their current housing
  • Accompaniment to appointments, when appropriate

Eligibility Criteria

There are two requirements to becoming eligible for the Homeless Prevention Program.

A) You must be facing homelessness and identify as ONE (1) of the following target population groups:
  • Individuals leaving correction facilities
  • Individuals leaving the hospital
  • Women who have experienced violence or are at risk of violence
  • Youth under 25 who are transitioning out of foster care
  • Individuals of Aboriginal or First Nations descent
B) You must also meet/provide ALL of the following:
  • Proof of Tenancy (Can be gained through the Homeless Outreach Program)
  • Ability to meet BC Housing Income Limit
  • Photocopy of 2 Government IDs
  • 60 days of most recent bank statements for ALL accounts
  • Notice of Assessment
  • Proof of income or Ministry Assistance
